Movements in 501c3

I call this little ditty...Fanfare for the Common Unskilled Computer Man.

NOCAP - New Orleans Computer Access Project....the duplicate non-profit housed in the same building as NOCE, New Orleans Community Enhancement. Having the same mission statement, they were Clearly in violation of the LSED funding requirements.  Both organizations received large chunks of cash from the LSED and The Governor's Office of Urban Affairs and Development to perform the exact same services in the same small building on Crowder Blvd...owned by Ike Spears and NOCE C.P.A., Desiree' Honore's uncle, James Gray.  NOCAP's director being Ike Spears himself.

Here's a question for you...according to the Secretary of State website, NOCAP's last filing date was 5/8/2006...





 ...yet under a business filings search, NOCAP isn't reported officially dissolved until 5/21/10 (as is noted on the amended SOS file listed above)....

...so what was going on with NOCAP between 2006 to 2010?  Was it accepting donations?  Was it funded at all?  Was it even operable?  Was it paying rent to 5437 Crowder Blvd.?

It seems to me that NOCAP played on for 9 years but there seems to be some missing notes from 2006 to 2010.  Mr. Spears, please feel free to chime in.

Can you explain what you think the second report might mean? I ask in seriousness - I'm not trying to be glib or an asshole. The reason the corporation is inactive is "action by secretary of state." I would assume that means that they haven't filed annual reports for four years, so the charter was revoked; it doesn't really suggest to me that NOCAP was doing anything in the intervening four years. Does the second report suggest that in a way I'm not seeing?

both reports say pretty much the same thing. I'm just asking if the non-profit was active during that 4 year period from 2006 to 2010. What happened to the assets of the non-profit when it went defunct? Did it still take in grant money from 2006 to 2010? Those are the questions I'm asking.

Also, as to the assets of the non-profit....the computers which were purchased for the non-profit...what happened to them?

During Katrina, I'm assuming the building was flooded due to it's location. Was there an insurance claim filed on those computers and NOCAP's assets? We know that NOCAP received funds improperly for renovations to the building...I'm curious what happened to NOCAP's assets after it was dissolved....and NOCEs for that matter although they don't appear really have any assets.

In the next few months I am going to lay out a pattern of non-profits absorbing huge amounts of public cash with very little or nothing to show from it.

In the first case I will write about, Desire Community Housing Corp., it's to the tune of millions of dollars this city lost, including federal money (HUD).

My goal is to show the patterns of graft which these "con-profits" as I call them, are using to siphon money out of public entities and into private hands.

Unfortunately, non-profit finances are not public record in LA. So while I can't audit what happened to assets and where money went, I can at least ask. My hope is that I can build a mountain of questions that can't be ignored. But if you have any answers, please contribute. Thanks.

The tournament at Chateau Golf and Country Club in Kenner will begin with a continental breakfast of coffee and doughnuts at 8 a.m., followed by driving range practice at 9 a.m. and a shotgun start at 10 a.m.

Tournament Chairwoman Liz Newell is excited about the event and the money that will be raised.

"This is our third year holding the tournament as a charity function and the second straight that we have chosen NOCAP as our recipient organization. When you think about it, it's actually a great fit because we are an IT (informational technology) company and they work with the public schools, students and parents in learning about computers. It's the perfect match."

NOCAP, at 5437 Crowder Blvd., works to "ensure that all Orleans Parish public school students and parents have access to computer technology in their homes." Through the use of donated money and materials, it is able to offer free personal computers to qualifying first-grade students enrolled in one of the program's four target elementary schools: Joseph A. Newell is seeking sponsors and players for the tournament.

As many as 36 teams (four players each team), or 144 total players can take part in the tournament.

There are four sponsorship levels, Silver Tee ($350), Cart ($500), Gold ($600) and Platinum ($1,000), which provide sponsors with several benefits, including company names listed on the sponsor board, company logos on banners, hole sponsorship and registration for varying numbers of players. There is a printing deadline of Aug. 15, after which time sponsors may not be included on recognition boards and banners."

9/18/04 TP report says First Pilgrim bought the following property: "Music Street, lots A, B, C, I, J, L, M, N, O, R and S, square 489. First English Lutheran Church to First Pilgrims Baptist Church, $2,200,000."

That's quite a purchase.

This is the sale of the Crowder property:

"Crowder Blvd. 5437. Crowder Development Corp. LLC to Grateful Realty LLC, $220,000." - 3/5/05 TP

So what was going on there, was that just an investment?

Here's the info on Crowder Development Corp.:

And Boutte is a political pal of Cedric Richmond, right?

Incredibly the TP (not accidentally? I mean, c'mon...) discussed the property in a 1/28/10 piece:

"Williams' district is by far the largest of the seven and includes flood-ravaged swaths of eastern New Orleans, Gentilly and the 9th Ward. His explanations for why some assessments seem off the mark mostly have to do with post-Katrina renovations.

The commercial building at 5437 Crowder Blvd. in eastern New Orleans is appraised for $59,600 but was sold in 2005 for $220,000, and is now on the market for $328,000.

Williams provided data showing that the property was appraised for $220,000 -- the same amount as the sales price -- in 2005. The assessment was later scaled back drastically because of Katrina damage, Williams said, noting that the owner obtained repair permits but has yet to receive a certificate of completion from the city.

"The fact that it was listed for sale at $328,000 in November 2009 indicates that it is now obviously completely repaired and this will be taken into account when we make our 2011 assessment review," Williams wrote in an e-mail message."

For example, Landrieu shelled out $70,000 to political organizations that endorsed him. As per tradition, those groups received money from the Landrieu campaign to offset printing costs for ballots distributed in key areas.

Landrieu's biggest outlay for that purpose was $25,000 to LIFE, the organization run by family members and allies of former Mayor Marc Morial. The candidate listed separate $15,000 payments to COUP, which is led by Constable Lambert Boissiere Jr., a former city councilman and state senator, and YAPA, whose leaders include lawyer Walter Willard, the brother of City Councilwoman Cynthia Willard-Lewis.

In addition, Moreno collected money from business entities affiliated with Georges, including $5,000 from ZLN Holdings and $2,500 from Lucky Coin Machine Co.

Moreno also received $2,600 from B-3 Consulting LLC, a company run by Shelley Fleming Boutte , the wife of political consultant Blair Boutte. The Bouttes are allies of state Rep. Cedric Richmond, who has endorsed Moreno."

Keep the tips solid, not bogus stuff. Spears runs a UPS shop adjacent to his offices on Elysian Fields. Anyone can rent mailboxes there, so obviously that's all this is. There's plenty of criminality to be unearthed, so don't weaken it with nonsense.
