"the vacancy shall be filled by special election, to be called by the Council within ten days after its occurrence. . .provided that if any special or general election is to be held in the City after sixty days and within six months after occurrence of the vacancy, then the election shall be held in conjunction with such other election."

Is the occurrence of the vacancy Oct 1 or two days ago?
two days ago as I understand it. I could be wrong. But there is rumor that some folks are trying to push it to March/April.
The vacany, according to state law, occurs when the secretary of state receives a notarized copy of the resignation letter. The charter implies that the vacancy occurs after the member departs due to its use of the term "remaining" councilmembers.
