Remember that house in Covington you looked up as part of following up on another criptic comment? Ellis and his wife own it.
It seems that their companies were getting city business through his wife (who was also the registered agent for Benetech and for Frank Fradella's businesses) for years while Bob worked at the City.
If someone is asking questions, a great one might be to ask Brenda Breaux or Daya Naef or one of Ellis's workmates at the City Attorney's office who Naef was working for when she signed all those documents on behalf of the City.
Was she working for the City, for Fradella or Bennett, or was she working for one of her own companies? (You have a list of them in your archives)
My guess is that if you look at those notary numbers and plot things on a map again, you will see a lot of entries in strategic places, and more will be clear.
