Maybe I'm being too CRYPTic

Back to the unexplained 6 million dollar contract addendum to Ciber:

I have heard rumblings that Ciber's settlement to Active and Southern was around 5 million.

Understand what I'm saying?

Beuller? Beuller? Voodoo contracting....Voodoo contracting....

Did we (the city) just pay Ciber's settlement?

Let me repeat that....DID WE JUST PAY FOR CIBER'S SETTLEMENT?

Also, why the fuck is Harrison Boyd's name not on this contract? Shouldn't the CTO sign and approve a whopping 6 million dollar addendum to a TECH contract? Am I missing something here?

If I was the maintenance manager in a building and the owner bought 6 million dollars worth of toilets...shouldn't I be in on that? (yeah i know that's a bad analogy, but I just ate burnt, frozen pizza for dinner and I'm in a bad mood.)

Would somebody...please....someone who is considered "a real journalist"....please beat these bitches down until they give us an answer as to why we paid this contractor an extra 6 million bucks through a one page contract addendum which explains nothing?

Can I get some fucking love, man? C,mon guys.

This city is hemorrhaging cash right now and we're all taking another bong hit while Nagin is stroking 6 million dollar checks?

Ok..yeah...I'm taking bong hits too, but shit...they're shuffling our flat screen out the back door...can't a zombie get some help?

Holy shit.

It seems like Nagin's people just had the taxpayers of New Orleans pay for Ciber's settlement to Active and Southern.

If they did that, they are freaking evil.

I'm sorry about that burnt, frozen pizza, man. That sucks. We had trout with fennel and a homemade pear crumble. It was all delicious.

Even after a good dinner, I'm still not happy about the thought that your speculation about this settlement is correct.

Calm down. Your imagination is on hyperdrive.

The truth is no where close to where your minds are jumping. But someone else will have to point you there. It should all come out eventually.

i apologize for the knee-jerk response but this shit really pisses me off.

If my imagination is in overdrive it's because I have nothing to go on but the lack of information this administration has provided.

I'm pissed. And I'm tired of being pissed. This shit is insane. We deserve answers.

The reason that Harrison "Boil on Our Ass" Boyd did not sign is that if the "also" Recovery Director signed off on ANOTHER $ 6.3 million of financial quicksand for the City it would constitute a conflict of interest.

I'm glad to her from Anon that there is a better explanation for this than the "voodoo contracting" scenario Dambala worries about, but along with everyone else, I'd like to hear it.

I'd also like to know who deleted Nagin's e-mails, and a whole bunch of other things.

There have been a number of good questions asked, and not many good answers provided.

Second Anon, can't you see that just saying "trust us" isn't going to fly?

Readers of this blog alone have seen a lot of those pat answers exposed.

If you've got the knowledge to correct a mistaken assumption, please share it.

My understanding from CH anon is that Ciber's addendum was to pay for FEMA reimbursements 2005 - 2006. Ciber was allowed to rack up a hefty 15mil in Hurricane Katrina charges under Greg Meffert and then Mark Kurt (current Ciber employee) watch. After long battles, FEMA finally did pay but in order for the City to pay Ciber a contract amendment was needed to add the extra cash to Ciber's contract.

If the CH anon is right, I don't think this has anything to do with Crime Camera settlement. However, the fact that Ciber was allowed to freely and questionably rack up 15mil in so call Hurricane Katrina charges should be looked at. But if the FEDS paid the City then Ciber's off the hook.

great, they racked up 15 million from FEMA and meanwhile Delgado is turning students away because its still trashed from Katrina.

That makes me feel better.

Thanks for explaining.

It's cold comfort, but thanks for explaining.

Section 4-206. Powers and Duties.
(1) Executive and Administrative Powers. The Mayor shall be the chief executive officer of the City. The Mayor shall have the power and shall be required to:
.
.
.
(h) Sign contracts, bonds or other instruments requiring the assent of
the City except those which the Director of Finance or other officer is authorized to sign.

Great...why did Boyd sign the contract to telecommunications development Corp then instead of the mayor?

Nagin signed the TDC contract, not Boyd. You may have seen an approval form that Boyd signed, but as another anon pointed out all city contracts (with limited exceptions) must be signed by the mayor and no one else. Boyd's interim status is irrelevant.

You know what gets me on this one?

If it is what it looks like it is, then maybe this is Nagin (who maybe has gotten through all of this without any paper documentation of his involvement, complicity, etc.) finally at the last minute putting his name down on the whole deal.

Maybe Boyd's not on there because, knowing this, he refused to sign?

But Nagin had to sign because he had to get the deal done?

Just a theory, puuurree postulation that's all.
